Joslin Frehner serves as the Managing Director of Landside Operations at the Clark County Department of Aviation (CCDOA), where he has been a key leader for 12 years. With a strong background in both the private and public sectors, Frehner oversees a skilled and technical team responsible for managing all aspects of ground transportation at Harry Reid International Airport. This includes arrivals/departures curbs, commercial vehicles (limos, shuttles, buses), taxis, rideshare services, airport roadways, and all public and employee parking facilities and equipment.
Beginning his career as a journeyman wireman with D.N. Anderson Construction Inc. from 1998 to 2003, Frehner then progressed to the role of foreman wireman at Bombard Electric, LLC, where he worked from 2003 to 2007. He advanced his career at CCDOA in 2007 as a Construction/Engineering Project Coordinator, later progressing through the Facilities division, serving as a Senior Inspector overseeing all electrical systems and then a Superintendent managing Baggage Handling System operations. Frehner then briefly applied his expertise at the Regional Transportation Commission of Southern Nevada before returning to CCDOA as Project Administrator for Landside Operations.
Since 2019, he has served in a leadership role with Landside Operations and most recently became the Managing Director of the division in 2024. Under his leadership, the department has successfully upgraded the Parking Revenue and Access Control System, implemented mobile license plate inventory and frictionless exit systems, and launched a parking reservation pilot program.
Frehner holds a Master’s in Public Administration and a Bachelor’s in Business Administration, both from the University of Nevada, Las Vegas.
Frehner is a husband and proud father to four children. Outside of work, Frehner is dedicated to his community, actively participating in church activities, service projects, and youth training programs. Originally from Mesquite, NV, the region has always been his home. In his free time, he enjoys professional sports and outdoor activities like camping, hunting, and fishing.
