  • What is AVI?
    The Automated Vehicle Identification System (AVI) at Harry Reid International Airport involves installation of an electronic device, called a transponder, in a vehicle. The device registers a trip each time the vehicle enters an area of the airport reserved for commercial vehicle use. Only those vehicles equipped with the device may use the reserved commercial areas.
  • How does it work?
    Sensors are placed at various locations throughout the airport. Each time a vehicle passes by those sensors, a signal is transmitted to a computer system, the trip is registered to that specific vehicle and the time of the transmission is recorded. Other sensors perform the same task when the vehicle leaves the control area. Companies using the system will be billed on a monthly or quarterly basis.
  • How quickly can I get an AVI operating permit?
    The operating permit takes two to three weeks to process once all the required documentation is received at the airport parking office. When your application is accepted, you are immediately eligible to purchase temporary trip placards based on the fee you would pay as a member of the AVI program. Your eligibility to procure a transponder is incumbent upon full acceptance of your application.
  • Can I drop off or pick up customers at the airport while my operating permit is being processed?
    Yes. A renewable temporary placard can be supplied for a maximum of two weeks. The rate per trip will be the same as the rate you would pay when your operating permit is approved.
  • What does it cost to apply for the AVI program?
    There is no cost to apply, however there are some fees associated with membership in the program. For each vehicle in which an AVI transponder will be installed, there is a one-time fee of $50 that covers the cost of the device and its installation and maintenance. If it fails, we will remove it and replace it at no cost. Additionally, a usage fee is dependent on the passenger capacity of the vehicle being used.
  • What are the insurance requirements?
    A current copy of a Certificate of Liability must show a minimum of $1 million for General Liability, and $1 million for Automobile Liability. The Clark County Department of Aviation must be listed as additionally insured, as well as a certificate holder. Your insurance company will know how to prepare your insurance documents to achieve this requirement.
  • What is a CPCN certificate and where do I get one?
    If a fee is charged for transporting a passenger a Certificate of Public Convenience and Necessity (CPCN) is required. It is available through the State of Nevada Transportation Authority. A courtesy vehicle, one in which there is no fee to the passenger, does not require a CPCN. For more information, please visit State of Nevada Transportation Authority.
  • What is a USDOT certificate number and how do I get one?
    The certificate is required for interstate transportation as defined by the U.S. Department of Transportation | Federal Motor Carrier Safety Administration.   • How do I know if the trip charges to my account are accurate?
    We offer a free service that allows you to access your account online at any time. You will appoint a company administrator who will set up a password of their own, with help from an airport representative if necessary. The administrator will then set up any internal users with their specific passwords, effectively securing the data for your internal access only.
  • I come to the airport to pick up passengers a few times a year. Why can’t I just park in the public garage or parking lot and pick up or drop off passengers?
    Use of the public garage is limited to non-commercial vehicles. Use of the commercial areas of the airport, for companies without AVI access, is available on a limited basis through use of the Clark County Department of Aviation Infrequent User Activity Invoice. Simply ask any airport bike patrol officer to provide one. The user fee is $50 per trip, per vehicle. No payment is required at the time the invoice is presented.

  • I have an AVI permit at another airport. Can I pick up or drop off customers at LAS?
    No. Each airport has its own requirements for AVI access. You must contact each airport at which you wish to do business. At LAS you may drop off at the departure curbs at no cost, however you may not use the commercial areas of the airport without being a member of the airport AVI system.
  • When does my decal or transponder expire?
    Neither the decal nor the transponder has an expiration date. However, if your account is not kept current your vehicles can potentially be suspended from access to the commercial areas of the airport.
